</strong>The New York / New Jersey Community Initiatives Director provides guidance, resources, and support to animal shelters, rescue groups, animal control officers, associations and collaborative workgroups throughout New York / New Jersey and other assigned areas for the purpose of advancing animal welfare and increasing the Live-Release-Rate for homeless animals. This position has oversight for the distribution of grant funds in their region. Additionally, the Director will support other CI programs and initiatives, including work in the ASPCA Partnership initiative (AP) and will be responsible for applicable sections of the Strategic Plan for Department 38. The Director will also provide assistance in their areas of expertise when called on by other team members.</p>
<p><strong>Job Responsibilities:</strong></p>
<ul>
<li>Facilitate and manage grants within assigned region NY/NJ and Maryland.</li>
<li>Actively participate in state organizations and may serve in position of Board member.</li>
<li>Provide outreach via active participation and attendance at regional conferences and other events such as the New York State Humane Association’s Animal Protection Forum, New Jersey Federation Conference.</li>
<li>Network with industry leaders to build relationships and stay abreast of the state of animal welfare in NY/NJ.</li>
<li>Work collaboratively with the ASPCA Senior Director, Eastern Region Government Relations and the Director, Northeast Investigations &amp; Response to coordinate needs and resources for constituents and colleagues.</li>
<li>Assist animal protection organizations and others with resources and expertise. Attend, exhibit and actively participate in national, state and regional training conferences on behalf of CO and the ASPCA</li>
<li>Design and deliver workshop curriculum and content that balances current animal welfare trends with needs of participants.</li>
<li>Provide onsite consultation to animal shelters and rescue groups.</li>
<li>Expertly understand, implement and communicate the ASPCA Partnership program philosophy and guidelines in relation to the ASPCA overall strategic plan.</li>
<li>Responsible for applicable sections of the ASPCA Strategic Plan and for assisting in development of plan each year</li>
<li>Support all other activities which will contribute to the advancement and success of CO and the ASPCA as identified by supervisor</li>

<p>Specifically, this bill would:Â Â Â <br />
Â (1) require each county society to provide in its bylaws for theÂ disposition, after payment of any outstanding debts, of its assets should it dissolve or have its charter revoked, canceled, orÂ suspended for any reason;Â (2) provide that if a county society dissolves or has its charterÂ revoked, canceled, or suspended for any reason, the assets of the county society would be disposed of as provided by the applicableÂ bylaws of the county society adopted for that purpose as required byÂ the bill; andÂ (3) provide that the New Jersey Society for the Prevention ofÂ Cruelty to Animals would have (a) no claim whatsoever to theÂ assets of any county society, and (b) no authority to determine theÂ disposition of the assets of any county society that has dissolved orÂ has had its charter revoked, canceled, or suspended for any reason.Â </p>
<p>The bill further requires that the bylaws of a county societyÂ designate the Coalition of County SPCAs to distribute any assets of a county society that has had its charter revolved, canceled orÂ suspended to an appropriate entity or entities within the sameÂ county with a similar mission or purpose of promoting the interestsÂ of, and protection and caring for, animals.</p>

<p>A person would be guilty of dog fighting if he knowingly: (1)Â keeps, uses, or is connected with or interested in the managementÂ of, or receives money for the admission ofÂ  a person to, a place keptÂ or used for the purpose of fighting or baiting an dog; (2) owns,Â possesses, keeps, trains, promotes, purchases, breeds or sells a dogÂ for the purpose of fighting or baiting that dog; (3) for amusement orÂ gain, causes, allows, or permits the fighting or baiting of a dog; (4)Â permits or suffers a place owned or controlled by that person to beÂ used for the purpose of fighting or baiting a dog; (5) is present andÂ witnesses, pays admission to, encourages or assists in the fightingÂ or baiting of a dog; or (6) gambles on the outcome of a fightÂ involving a dog.Â  Dog fighting would be a crime of the third degree.Â Â A crime of the third degree is punishable by a term of imprisonmentÂ of three to five years or a fine of up to $15,000, or both.Â Â </p>
<p>This bill would also require the court to order the seizure andÂ forfeiture of any dogs used for dog fighting or baiting.Â  The billÂ would also permit, in certain circumstances, the court to seize otherÂ animals or property in the personâ€™s possession, and prohibit theÂ person from possessing animals in the future.Â Â Â </p>
<p>A person would be guilty of leader of a dog fighting network offense if he conspires with others in a scheme or course of conductÂ to unlawfully engage in dog fighting as an organizer, supervisor,Â financier or manager of at least one other person.Â  &#8220;Financier&#8221;Â would mean a person who, with the intent to derive a profit,Â provides money or credit or other thing of value in order to financeÂ the operations of dog fighting.Â  Leader of a dog fighting networkÂ would be a crime of the second degree.Â  A crime of the secondÂ degree is punishable by a term of imprisonment of five to ten yearsÂ <br />
or a fine of up to $150,000, or both.Â Under this bill â€œbaitâ€ would mean to attack with violence, toÂ provoke, or to harass a dog with one or more dogs for the purposeÂ of training the dog for, or to cause a dog to engage in, a fight withÂ or among other dogs.Â Â </p>
<p>The bill would also amend R.S.4:22-24, the statute concerningÂ animal fighting in general, to include a similar definition of â€œbaitâ€Â applicable to all animal baiting.Â  This definition would be added toÂ provide consistency in the statutes.Â Â </p>
<p>Â The bill also provides that, notwithstanding the provisions ofÂ N.J.S.2C:1-8, a conviction of leader of a dog fighting networkÂ would not merge with the conviction for any offense which is theÂ object of the conspiracy.Â  The bill further provides that it would notÂ be a defense to a prosecution under this bill that the dog intended toÂ be used for fighting was brought into or transported in this StateÂ solely for ultimate distribution or sale in another jurisdiction; norÂ would it be a defense that any profit was intended to be made inÂ another jurisdiction.Â Â Adding leader of a dog fighting network to the list of predicateÂ offenses triggering the Stateâ€™s anti-racketeering law targets theÂ leaders of organizations that unlawfully breed, train, or sell dogsÂ intended to be used for dog fighting.Â </p>
