Job Summary:

The Manager of Animal Assisted Therapy Programs manages all aspects of the ASPCA/Delta Animal Assisted Therapy (AAT) program including planning and budget oversight.  As well as training and screening of Pet Partners and evaluation of placement sites.  This position is also responsible for scheduling trainings and providing instruction for current and new Pet Partner teams at both the 92^nd Street headquarters and other locations around NYC.  This position will take an active role in ASPCA Partnership as needed. 

Job Responsibilities:

• Screen and council Pet Partner volunteers
• Assess Pet Partner volunteers’ skill and interest
• Oversee the placement of Pet Partner volunteers in NYC
• Schedule training classes, evaluations and workshops for Pet Partner volunteers
• Recruit and assess healthcare and educational facilities in NYC for placements
• Supervise volunteers during visits as needed
• Coordinate AAT evaluations, workshops and events
• Maintain ongoing communication with regional Pet Partners
• Assist with the management of all budget tasks related to the AAT program including collecting and depositing workshop fees
• Assist in the development of program goals, objectives and tactics
• Respond to requests for information from Pet Partners and the general public
• Present educational programs about AAT
• Assist the Delta Society evaluator during AAT evaluations
• Promote training classes and Delta Pet Partner program to general public through media outlets and community outreach
• Design and execute a training program for people and their pets who are interested in becoming Delta Pet Partners
• Organize training classes and Pet Partner 1-day seminars both at 92^nd St. and in other boroughs
• Write reports and brochures
• Support and participate in all other activities as identified by the Senior Director
• Consult with Community Liaisons on AAT

Education:

• Bachelors degree required
• Graduate work in Psychology, Education or Social Work a plus
• Delta Society Pet Partner certification or the equivalent
• Certified professional dog trainer  (CPDT)
• Delta Society licensed instructor a plus  

Experience:

• Three to five years of AAT experience.  

Knowledge Requirements:

• Animal behavior
• Animal Assisted Therapy
• Delta Society’s Standards of Practice
• Animal Welfare Issues  

Skills Requirements:

• Interpersonal skills

Additional Information:

• Frequent travel required.
• Must occasionally lift and move up to 35 pounds.
• Must be self-guided individual requiring minimal supervision.
• Must be able to work in a remote office.
• Must be able to work weekends regularly (Work week is generally Tuesday – Saturday)
• Must be able to travel throughout NYC

Job Summary:
The New York / New Jersey Community Initiatives Director provides guidance, resources, and support to animal shelters, rescue groups, animal control officers, associations and collaborative workgroups throughout New York / New Jersey and other assigned areas for the purpose of advancing animal welfare and increasing the Live-Release-Rate for homeless animals. This position has oversight for the distribution of grant funds in their region. Additionally, the Director will support other CI programs and initiatives, including work in the ASPCA Partnership initiative (AP) and will be responsible for applicable sections of the Strategic Plan for Department 38. The Director will also provide assistance in their areas of expertise when called on by other team members.

Job Responsibilities:

• Facilitate and manage grants within assigned region NY/NJ and Maryland.
• Actively participate in state organizations and may serve in position of Board member.
• Provide outreach via active participation and attendance at regional conferences and other events such as the New York State Humane Association’s Animal Protection Forum, New Jersey Federation Conference.
• Network with industry leaders to build relationships and stay abreast of the state of animal welfare in NY/NJ.
• Work collaboratively with the ASPCA Senior Director, Eastern Region Government Relations and the Director, Northeast Investigations & Response to coordinate needs and resources for constituents and colleagues.
• Assist animal protection organizations and others with resources and expertise. Attend, exhibit and actively participate in national, state and regional training conferences on behalf of CO and the ASPCA
• Design and deliver workshop curriculum and content that balances current animal welfare trends with needs of participants.
• Provide onsite consultation to animal shelters and rescue groups.
• Expertly understand, implement and communicate the ASPCA Partnership program philosophy and guidelines in relation to the ASPCA overall strategic plan.
• Responsible for applicable sections of the ASPCA Strategic Plan and for assisting in development of plan each year
• Support all other activities which will contribute to the advancement and success of CO and the ASPCA as identified by supervisor

Education:

• College degree preferred, high school diploma required

Experience:

• Minimum of 5 years management experience with animal control, shelter operations, executive director or animal welfare programs and services experience required
• Demonstrated personal communication skills; good writing and editing skills, ability to express thoughts orally in a clear manner
• Valid driver’s license

Knowledge Requirements:

• Knowledge and experience with all phases and varieties of animal protection organizations and issues
• Some knowledge of fundraising, including board development
• Expert knowledge of project and program management
• Knowledge of strategic planning and implementation
• Knowledge of NY/NJ Animal Welfare issues and organizations

Skills Requirements:

• Must be self guided, highly organized, and have the ability to work independently with remote supervision
• Demonstrated ability to work collaboratively and build alliances with a wide variety of groups and individuals representing various perspectives in the field, Mediation and/or dispute resolution skills a plus
• Strong leadership and management skills with an ability to plan, organize, direct, motivate, involve, and coach
• Superior verbal and written communication skills, including teaching and public speaking
• Strong analytical skills and broad knowledge of field
• Ability to represent ASPCA philosophy and policy in all work areas
• Proficiency in budget development and management
• Word processing, basic database and internet research skills

Training Requirements:

• Will be required attend training in Dialogue Education and Sure Fire Meetings and Use of ASPCA Logic Model and Facilitated Leadership
• Will be required attend training in Intro to Appreciative Inquiry and Mediation

Because of this recodification in another section of State law, the sections of law in Title 4 that pertain to these crimes would be repealed by the bill.  Finally, the bill provides for the adjudication of offenses committed on or before the effective date under the sections of law that would be repealed.

Specifically, this bill would:   
 (1) require each county society to provide in its bylaws for the disposition, after payment of any outstanding debts, of its assets should it dissolve or have its charter revoked, canceled, or suspended for any reason; (2) provide that if a county society dissolves or has its charter revoked, canceled, or suspended for any reason, the assets of the county society would be disposed of as provided by the applicable bylaws of the county society adopted for that purpose as required by the bill; and (3) provide that the New Jersey Society for the Prevention of Cruelty to Animals would have (a) no claim whatsoever to the assets of any county society, and (b) no authority to determine the disposition of the assets of any county society that has dissolved or has had its charter revoked, canceled, or suspended for any reason. 

The bill further requires that the bylaws of a county society designate the Coalition of County SPCAs to distribute any assets of a county society that has had its charter revolved, canceled or suspended to an appropriate entity or entities within the same county with a similar mission or purpose of promoting the interests of, and protection and caring for, animals.

A person would be guilty of dog fighting if he knowingly: (1) keeps, uses, or is connected with or interested in the management of, or receives money for the admission of  a person to, a place kept or used for the purpose of fighting or baiting an dog; (2) owns, possesses, keeps, trains, promotes, purchases, breeds or sells a dog for the purpose of fighting or baiting that dog; (3) for amusement or gain, causes, allows, or permits the fighting or baiting of a dog; (4) permits or suffers a place owned or controlled by that person to be used for the purpose of fighting or baiting a dog; (5) is present and witnesses, pays admission to, encourages or assists in the fighting or baiting of a dog; or (6) gambles on the outcome of a fight involving a dog.  Dog fighting would be a crime of the third degree.  A crime of the third degree is punishable by a term of imprisonment of three to five years or a fine of up to $15,000, or both.  

This bill would also require the court to order the seizure and forfeiture of any dogs used for dog fighting or baiting.  The bill would also permit, in certain circumstances, the court to seize other animals or property in the person’s possession, and prohibit the person from possessing animals in the future.   

A person would be guilty of leader of a dog fighting network offense if he conspires with others in a scheme or course of conduct to unlawfully engage in dog fighting as an organizer, supervisor, financier or manager of at least one other person.  “Financier” would mean a person who, with the intent to derive a profit, provides money or credit or other thing of value in order to finance the operations of dog fighting.  Leader of a dog fighting network would be a crime of the second degree.  A crime of the second degree is punishable by a term of imprisonment of five to ten years 
or a fine of up to $150,000, or both. Under this bill “bait” would mean to attack with violence, to provoke, or to harass a dog with one or more dogs for the purpose of training the dog for, or to cause a dog to engage in, a fight with or among other dogs.  

The bill would also amend R.S.4:22-24, the statute concerning animal fighting in general, to include a similar definition of “bait” applicable to all animal baiting.  This definition would be added to provide consistency in the statutes.  

 The bill also provides that, notwithstanding the provisions of N.J.S.2C:1-8, a conviction of leader of a dog fighting network would not merge with the conviction for any offense which is the object of the conspiracy.  The bill further provides that it would not be a defense to a prosecution under this bill that the dog intended to be used for fighting was brought into or transported in this State solely for ultimate distribution or sale in another jurisdiction; nor would it be a defense that any profit was intended to be made in another jurisdiction.  Adding leader of a dog fighting network to the list of predicate offenses triggering the State’s anti-racketeering law targets the leaders of organizations that unlawfully breed, train, or sell dogs intended to be used for dog fighting.
